ගම සමග පිළිසඳරක් වැඩසටහන යටතේ ජනාධිපතිතුමා සහභාගීවන වැඩසටහන් රාශියක් මේ වන විට විවිධ භූගෝලීය ප්‍රදේශ ආවරණය වන ලෙස පවත්වා ඇත. අප රටේ ග්‍රාමීය ජනතාව මුහුණ දෙන සුවිශේෂී ප්රශ්න ඉදිරිපත් කිරීම සහ ඔවුන්ගේ අදහස් සහ යෝජනා නියෝජනය කිරීම සඳහා අප රටේ විවිධ මට්ටම්වල ජනතා නියෝජිතයන් රාශියක් සහ යාන්ත්‍රණ කිහිපයක් ඇත. කෙසේ වෙතත් ඉන්දියාවේ පංචායත් සභා මෙන් සෘජු මහජන නියෝජනය සඳහා අප රටේ යෝජනා වූ ජනසභා පිහිටුවීම සඳහා අදාල නීති සංශෝධනය කිරීමට නොහැකි වී ඇත.එහෙත් ප්‍රාදේශීය සංවර්ධන කමිටු මඟින් මහජන නියෝජිතයින් සහ නිලධාරීන් එකට එක්ව මහජන ප්රශ්න වලට විසඳුම් ඉදිරිපත් කිරීමට අවස්ථාව ඇත. ඊට අමතරව ඉන්දියාවේ මෙන් නොව අප රටේ බිම් මට්ටමේ දී මහජනයා සමග නිරතුරුව මුහුණට මුහුණ මුණ ගැසෙන නිලධාරීන් පස්දෙනෙක් සිටිති.
ඒ සියල්ලට අමතරව මහජන නියෝජිතයින් මගින් පරමාධිපත්‍ය නියෝජනය කරන පළාත්පාලන ආයතන පද්ධතියට අමතරව රජයේ විධායක බලය නියෝජනය කරන ප්‍රාදේශීය ලේකම් කාර්යාල තුන්සියයකට අධික ප්‍රමාණයක් රටතුල ක්‍රියාත්මක වේ. එවැනි තත්වයක් තුල නව රජයක් පිහිටුවීමෙන් පසුව ජනාධිපතිතුමාගේ පැත්තෙන් ගතයුතු උපායමාර්ගික තීන්දු තීරණ සහ ක්‍රියාමාර්ග වෙනුවෙන් කාලය වැය කිරීම වෙනුවට ගම්වල ඇවිදීමට සිදුවීම මගින් පැහැදිලි වන්නේ ඉහත සඳහන් කළ යාන්ත්‍රණවල බලවත් දුර්වලකමක් තිබෙන බව නොවේද? මීට වසර 30කට පෙර අගමැති සහ ජනාධිපති ලෙස ආර් ප්‍රේමදාස මහතාටද එවැනි තත්වයකට මුහුණ දීමට සිදු විය. එදා රාජ්‍ය නිලධාරීන්ගේ දුර්වලතාවයන්ට හෝ මහජන ප්රශ්න පිළිබඳව පවතින නොසැලකිලිමත් ආකල්පයට පිළියම් යෙදීම සඳහා එතුමාගේ සහභාගීත්වයෙන් ජංගම අමාත්‍යාංශ පැවැත්වීමට සිදු විය. අද මෙන්ම එදාද රාජ්‍ය නායකයාට මහජනයා දීර්ඝ කාලයක් මුහුණ දෙමින් සිටින ප්රශ්න වලට ක්ෂණික විසඳුම් ලබා දීම සඳහා නිලධාරීන්ට නියෝග කිරීමට සිදු විය. එසේ වුවත් එදා මෙන්ම අදද නිලධාරීන් විසින් රාජ්‍ය නායකයා නොමග යැවීම සුලභ තත්වයකි.
ජනාධිපතිතුමා සහභාගී නොවන ප්‍රාදේශීය සංවර්ධන කමිටු මට්ටමින් පැවැත්වෙන ගම සමග පිළිසඳර වැඩසටහන් වලදී සාමාන්‍ය තත්වයක් යටතේ කරන දේ සහ නොකරන දේ නැවත සාකච්ඡාවට ලක්කිරීම විහිළුවක් බව ඒවාට සහභාගීවන රාජ්‍ය නිලධාරීහු පවසති. ඒ අතර යම් නිලධාරීන් සහ ඔවුන් සමග සන්ධානගතව සිටින ජාවාරම්කරුවන් සහ ඉඩම් කොල්ලකරුවන් තම කූඨ උවමනාවන් ඉටුකර ගැනීම සඳහා මහජනයා යොදාගෙන ජනාධිපතිවරයාට ප්රශ්න ඉදිරිපත් කරන බව දැන් රටට රහසක් නොවේ. එම තත්වය තුල ජනාධිපතිතුමා ගමට පැමිණීම වෙනුවට එතුමා විසින් ගැමියන් කොළඹට කැඳවනවානම් ගමේ කැලෑ ටික බේරාගත හැකි බවට යම් ප්‍රකාශ සිදු කිරීමට මහජනයා පෙළඹී ඇත. එසේ වුවත් යම් අවස්ථාවල එවැනි කූඨ උත්සාහයන් අවබෝධකොටගෙන ඒවා වැලැක්වීමටද ජනාධිපතිතුමා ක්‍රියාකොට ඇත. උදාහරණයක් ලෙස ඉතා උසස් රාජ්‍ය නිලධාරියෙකුගේ මිත්‍රයකුගේ උවමනාව මත නකල්ස් වනාන්තරය මැදින් පාරක් කැපීමට ගනු ලැබූ උත්සාහය ජනාධිපතුමා විසින් එක් වචනයකින් නවත්වන්නට යෙදුනි.
එසේම යම් අවස්ථාවල පොදු ජාතික ප්‍රතිපත්තියකට යටත්ව ජාතික මට්ටමින් ක්‍රියාත්මක කළ යුතු ව්‍යාපෘතියක කුඩා කොටසක් ඉතා ඉහළ වියදම් දරමින් හුදකලාව ක්‍රියාත්මක කිරීමට නිලධාරීන් විසින් ගනු ලබන උත්සාහයන් පිළිබඳවද වාර්තාවේ. සාමාන්‍ය තත්වයන් යටතේ ජනාධිපතුමාගේ හෝ ජනතාවගේ අපේක්ෂා පිළිබඳව සැලකිලිමත් නොවන නිලධාරීන් ජනාධිපතිතුමාගේ වචන වලට මුවාවී ක්ෂණිකව එවැනි ව්‍යාපෘති යෝජනා කරන ආකාරයද දක්නට ඇත. උදාහරණයක් ලෙස මාතලේ දිස්ත්‍රික්කයේ යම් ප්‍රදේශයක පැවැත්වූ ගම සමග පිළිසඳර වැඩසටහනකදී මහජන ඉල්ලීමකට අනුව ගමේ වැවට වෙනත් වැවකින් වතුර ගෙන ඒම සඳහා වූ යෝජනාවකට නිලධාරීන් විසින් ක්ෂණිකව ප්‍රතිචාර දක්වනු ලැබුවේ ඊට අධික පිරිවැයක් දැරීමට සිදුවන නිසා බවට යම් නිලධාරීහු චෝදනා කරති. ඒ අනුව කුඹුරු අක්කර දහසකට ආසන්න භූමි ප්‍රමාණයක් වගා කළ හැකියැයි කියන එම වැවට උමඟක් මගින් ජලය ගෙන ඒම සඳහා රු. මිලියන 7750 ක් වැය වන ව්‍යාපෘති යෝජනාවක් අමාත්‍ය මණ්ඩලයට ඉදිරිපත් විය. නමුත් එම මුදලෙන් සමස්ථ රටේම කුඩා වැව් පද්ධතිය ප්‍රතිසංස්කරණය කළ හැකි බව එම ව්‍යාපෘතිය අනුමත නොකරන නිලධාරීහු පවසති. කෙසේ වෙතත් එම නිලධාරීන් විසින් අදාල තීන්දුව ගැනීමේදී වඩා වැදගත් වන්නේ වැඩි වියදම් – වැඩි කොමිස් න්‍යාය බව රහසක් නොවේ.
එසේ වුවත් රටේ රාජ්‍ය නායකයා මහජනයා අතරට ගොස් ඔවුන්ගේ ප්‍රශ්ණ පිළිබඳව සෘජුව අදහස් උදහස් ලබා ගැනීම ඉතා හොඳ දෙයකි. ඒ මඟින් එතුමාගේ හදවත සහ මනස පිළිබිඹු වේ. පෙර රජ දවස ද පුරෝහිතයන්ගේ සහ අමාත්‍යවරුන්ගේ ඉච්චා බස් ඒකපාර්ශවීයව පිළිගැනීම වෙනුවට බිමේ පවතින සැබෑ තත්වය සොයා බැලීම සඳහා රජු වෙස්වලාගෙන සැරිසැරූ බව ඉතිහාසයේ සඳහන් වේ. එසේ වුවත් මහජනයාගේ වටහාගැනීමේ තරම අනුව ඉදිරිපත් කරන කරුණු මත බිමේ පවතින සැබෑ යථාර්තය තේරුම්ගත හැකිද? එසේම රටේ පවතින මහා පින්තූරය තේරුම් ගැනීමට ගමින් ගමට යෑමට අවශ්‍ය වන්නේද නැත. ඒ සඳහා බොහෝ ආර්ථික සහ සමාජීය දත්ත සහ නිර්ණායක යොදාගත හැක. මහජනයා බොහෝවිට දේශපාලන නායකයින්ගෙන් බලාපොරොත්තු වන්නේ ගමේ පොදු පහසුකම් වලට අදාළ මැදිහත්වීම්ය. මීට දශක පහකට පෙර එවැනි ගැටළු වලින් යම් ප්‍රමාණයක් මහජන ශ්‍රම දායකත්වයෙන් ඉටුකරගනු ලැබීය. එවැනි අවස්ථාවල රජය විසින් යම් මූල්‍ය දිරි ගැන්වීම් ලබාදෙන ලදි. එහෙත් මෑත කාලීනව ගුරු පාරට බොරළු දැමීම හෝ බොරළු පාරට කොන්ක්‍රිට් දැමීම මහජන නියෝජිතයින්ට කොමිස් ගැසීම සඳහා ඉල්ලමක් බවට පත් වී ඇත. අවසානයේදී ගුරු පාර තිබුණා නම් හොඳයි කියන තත්වයට හොරට දැමූ කොන්ක්‍රිට් පාරවල් අබලන්වනු දැක ගත හැක.
කෙසේ වෙතත් රටේ පොදු පහසුකම් සංවර්ධනය කිරීම සඳහා සිවිල් ආරක්ෂක හමුදාව ඇතුලු ආරක්ෂක හමුදා සතු අතිරික්ත ශ්‍රමය යොදා ගැනීම ඉතා හොඳ දෙයකි. උදාහරණයක් ලෙස සීනි බදු වංචාවෙන් රටට අහිමි වූ රු. මිලියන 15,000 ක මුදල සහ ආරක්ෂක හමුදා සතු සම්පත් යොදා ගනිමින් සමස්ථ රටේම වාරි යටිතල පහසුකම් පද්ධතිය සහ ඒවා ආශ්‍රිත පරිසර පද්ධති යථාවත් කිරීමට හැකියාවක් ඇත. නමුත් මහජනයාගෙන් අසන විට ඔවුන් එම මහා පින්තූරය වෙනුවට තමාගේ වැවේ සොරොව්ව හෝ පාසලේ ක්‍රීඩා පිට්ටනිය ගැන පමණක් කථා කිරීම ස්භාවික තත්වයකි. එසේ වුවත් පිළිසඳරවල් රාශියකට පසුව පොදු ගුණාකාරය සොයාගෙන ඊට අනුව ජාතික මට්ටමින් උපාය මාර්ගික මැදිහත්වීම් කිරීමේ හැකියාව ඇත. ඒ නිසා ගම සමඟ පිළිසඳර ඉදිරියට යන අතර පොදු ගුණාකාරයට අවධානය යොමු කිරීමේ බාධාවක් නැත.
ඒ අනුව ඊනියා නිදහසින් පසුව නව යටත්විජිතකරණ හෝ යළි යටත් විජිතකරණ ක්‍රියාවලිය තුල රාජ්‍යයක් ලෙස සහ ජාතියක් ලෙස අප ලබා ඇති අත්දැකීම් අනුව සමාජ, ආර්ථික මහා පින්තූරය වෙනස් කිරීම සඳහා සැලකිල්ලට ගත යුතු පොදු සාධක මූලික වශයෙන් 10 ක් පමණ හඳුනාගත හැක. ඉන් පළමු වැන්න ක්ෂුද්‍ර මූල්‍ය සමාගම් විසින් ඉතා අසාධාරණ ලෙස ග්‍රාමීය දුප්පත් ජනතාව මූල්‍ය වහළුන් බවට පත් කිරීමේ ක්‍රියාවලියට තිත තැබීමය. ඒ සඳහා නිදි කිරා වැටෙමින් සිටින මහ බැංකුව අවධිකොට පොලී සීමාවන් පනවා ණය දීමේ සහ අයකිරීමේ ක්‍රියාවලිය අධීක්ෂණය කළ යුතුය. යම් ආයතන 60% දක්වා වන ඉතා අධික පොලියක් අයකරන බව සහ ණය වාරික අයකර ගැනීමේදී ඉතා බරපතල ලෙස අයුතු බලපෑම් සිදු කරන බව රහසක් නොවේ. එම තත්වයන් වෙනස් කිරීමෙන් තොරව ග්‍රාමීය ජන ජීවිතය නගාසිටුවීම ගැන කතා කළ හැකිද? ඊට අමතරව ක්ෂුද්‍ර මූල්‍ය ක්ෂේත්‍රයේ රාජ්‍ය මැදිහත්වීම වර්ධනය කිරීම සඳහා දිවි නැගුම බැංකු පද්ධතිය පුළුල් කිරීම සහ ගොවිජන බැංකුව නැවත ආරම්භ කිරීමද ඉතා වැදගත් වේ. එම තීන්දු ගැනීම සඳහා මහජනයාගෙන් ඇසීමට හෝ ගමට යාමට අවශ්‍ය වන්නේ නැත. එහිදී දැනට ක්ෂුද්‍ර මූල්‍ය සමාගම්වල මූල්‍ය වහල්භාවයේ ගොදුරක් බවට පත් වී ඇති හඳුනාගත් පිරිසක් එම තත්වයෙන් මුදවා ගැනීම සඳහා එම ණය ප්‍රග්ධනයෙන් කොටසක් රජය විසින් ගෙවීම සහ පොලී කපා හැරීම සඳහා අදාළ සමාගම් වලට බල කිරීමද ඉතා වැදගත් වේ.
ඒ අතර ග්‍රාමීය ආර්ථිකය උද්දීපණය කිරීම සහ ජනතාවගේ ආදායම් මට්ටම් ඉහළ දැමීම සඳහා වන රාජ්‍ය මැදිහත්වීම්වලදී ග්‍රාමීය ආර්ථිකයට අදාළව ඉල්ලුම පැත්තෙන් සිදුකළ යුතු මැදිහත්වීම් වලට ප්‍රමුඛතාවය ලබාදීමද ඉතා වැදගත්වේ. එසේ නොමැතිව සැපයුම් පැත්තේ මැදිහත්වීම් වල ප්රතිඵල මහජනයාට නෙලාගත නොහැක. උදාහරණයක් ලෙස ආනයනික ආහාරවලට බදු සහන දෙමින් වෙළඳපළ තුල මිල විකෘතියක් ඇති කොට ගොවියාට වෙළඳපොළ අහිමිකරන තත්වයක් තුල ණය ලබා දීම හෝ පොහොර සහනාධාරය ලබාදීම මඟින් අපේක්ෂිත ප්රතිඵල අත්පත් කර ගත නොහැක. සහල් වලට වෙළඳපොළ තුල පැවතිය නොහැකි මිලක් පැනවූ විට අවසානයේදී ගොවියාගේ සහ කුඩා මෝල් හිමියාගේ ගෙල සිරවේ. ඒ මඟින් මහා මෝල් හිමියන් මට්ටු කිරීමට හෝ පාරිභෝගිකයාට සහන සැලසීමට අපේක්ෂාකළද වෙළඳපොළේ සහල් අලෙවි වන්නේ එම මිලට නොවේ. එම නිසා පවතින යථාර්තයට අනුව මහජනයාට කරුණු පැහැදිළිකොට පවතින මිල පිළිගෙන ඊට අනුව වී සඳහා වන සහතික මිල වැඩිකළ හැකි නම් ග්‍රාමීය ආර්ථිකය තුළ උද්ධීපනයක් ඇති වේ. උදාහරණයක් ලෙස දැනට පවතින ආකාරයට කැකුළු සහල් සඳහා රු. 105 ක මිලක් පැනවීමට රාජය සහ පාරිභෝගිකයා එකඟ වන්නේ නම් වී මිල රු. 60 ක් කළ හැක. එසේම තිරිඟු පිටි වලට ලබාදී ඇති අයුතු බදු සහනය අහෝසි කළ හොත් සහල් පිටි ආශ්‍රිත නිෂ්පාදන වලට වෙළඳපොළ අවස්ථා නිර්මාණය වේ. ඒ අනුව වැඩි බලපෑමක් සහිත ආහාර වර්ග වලට අදාලව වෙළඳපොළ තුල මිල විකෘතීන් නිවැරදි කිරීම මඟින් ග්‍රාමීය ආර්ථික ඉඩ ප්‍රස්ථා වර්ධනය වන බව පැහැදිළි කරුණකි. එම මැදිහත්වීම දෙවන රාජ්‍ය මැදිහත්වීම ලෙස සැලකිය හැකි අතර එයද කොළඹ සිට ගත යුතු තීන්දුවකි. එහිදී මහජන පිළිසඳර වැදගත් වෙන්නේ යථාර්තය පිළිගෙන ගොවියාට වී සඳහා රු.60ක් ගෙවා සහල් රුපියල් 110ට කමු යන පණිවිඩය රටට දීම සඳහාය.
රජයේ මැදිහත්වීම අවශ්‍ය වන තුන්වන සාධකය වන්නේ වෙළඳපොළ තුළ පවතින අකාර්යක්ෂමතාවයෙන් නිවැරදි කිරීමය. විශේෂයෙන්ම ලෝකයේ භාණ්ඩ හුවමාරුකිරීමේ හෙවත් “බාටා ක්‍රමය” පැවති මධ්‍යතන යුගයේදී දක්නට ලැබුණු ආකාරයේ වෙළෙන්දා මුල් කර ගත් ඊනියා ආර්ථික මධ්‍යස්ථානයක් වෙනුවට ගොවියා මුල් කර ගත් කාර්යක්ෂම වෙළඳපොළ යාන්ත්‍රණයක් පිහිටවීමට රජය මැදිහත් විය යුතුය. එවිට ගොවියාගේ නිෂ්පාදන වලට සාධාරණ මිලක් ලැබෙන අතර මිල වැටීම නිසා ඊළඟ කන්නයේදී අදාළ භෝගය වගා නොකිරීමේ ප්‍රශ්ණයටද පිළිතුරක් ලැබෙයි. එහිදී එක්පැත්තකින් ඉලෙක්ටොනික වෙළඳපොළ මාදුකාංගයක් මඟින් ගොවි සමිති සහ තොග වෙළඳුන් සම්බන්ධ කිරීම කළ යුතුය. එවිට නුවර එළියෙන් දඹුල්ලට එළවළු ගෙන ගොස් නැවත ආපසු මහනුවරට ප්‍රවාහනය කිරීමේ ගොන්තකතීරු භාවිතාවට තිත තැබිය හැක. ඊට අමතරව සමූපකාර යොදා ගනිමින් ග්‍රාමීය කෘෂි නිශ්පාදන සඳහා ජාතික මට්ටමින් බෙදා හැරීමේ යාන්ත්‍රණයක් පිහිටුවිය යුතු අතර මධ්‍යස්ථාන පිහිටුවිය යුත්තේ මිලදී ගැනීම සඳහා නොව විකිණීම සඳහාය. එනම් තැරැව්කරුවන් වෙත ගොවියා ගෙනයාම වෙනුවට ගොවියන්ගේ හෝ ගොවි සංවිධාන වල බලය සහිත විකිණීමේ මධ්‍යස්ථාන වලට මිලදී ගන්නත් හෙ වත් වෙළඳුන් කැඳවිය යුතුයි. එහිදී සමූපකාර වලට රජය මඟින් සහනාධාරයක් ලබාදීම හරහා ශීතාගාර පහසුකම් සහ වටිනාකම් එකතුකිරීම මඟින් කල්තබා ගැනීම හරහා මිල පහත වැටීම වැළැක්වීම සඳහාද හැකියාව ලැබේ. සෑම විටම මිල අඩු කිරීම මඟින් ගොවියා සහ කෘෂි ආර්ථිකය වැට්ටවීමේ උපාය මාර්ගය වෙනුවට මිල ස්ථාවර කිරීම මඟින් ගොවියා සහ පාරිභෝගිකයා යන පාර්ශව දෙකටම සාධාරණය ඉටු කිරීම වැදගත් වේ. එසේ නොවන විට එනම් එක් කන්නයකදී අඩු මිලට වට්ටක්කා කන පාරිභෝගිකයාට ඊළඟ කන්නයේදී දෙගුණයක් ගෙවීමට සිදුවේ.
ග්‍රාමීය ආර්ථිකය උද්දීපනය කොට ජනතාවට ආර්ථික ඉඩ ප්‍රස්ථා නිර්මාණය කිරීම සඳහා රජය මඟින් කළ යුතු හතරවන මැදිහත්වීම වන්නේ රාජ්‍ය අරමුදල් ග්‍රාමීය ආර්ථිකයට පොම්ප කිරීම හෙවත් ග්‍රාමීය ආර්ථිකය හරහා ගමන් කරන මුදල් ප්‍රමාණය ඉහළ දැමීමය. ඒ සඳහා විවිධ ක්‍රමවේද යොදාගත හැක. නිවාස සංවර්ධන අධිකාරිය වැනි ආයතන යොදා ගනිමින් සහන පොලියට ඇප නොමැතිව ණය ලබාදීම හරහා ඉදි කිරීම් කර්මාන්තයේ ආර්ථික ඉඩ ප්‍රස්ථා වර්ධනය කළ හැක. ඊට අමතරව රජයෙන් ලබා දෙන පොහොර සහනාධාරය මුදල් වශයෙන් ගෙවීම හරහා ඉහත සඳහන් කළ ගොවිජන බැංකුවට ප්‍රාග්ධනය සැපයීමටද හැකියාව ලැබේ. ග්‍රාමීය වාරි පද්ධති ප්‍රතිසංස්කරණය සඳහා ආරක්ෂක හමුදාව සමඟ මහජනයා යෙදවීම මඟින් ඔවුන්ට වැටුප් ගෙවීමට හැකියාව ලැබේ. ඒ සඳහා ශ්‍රමය සහ යන්ත්‍ර සූත්‍ර තුලනයක් සහිතව යොදා ගත යුතුය.
