ශ්‍රී ලංකා මහ බැංකුවේ මුදල් මණ්ඩලයේ සාමාජිකයින් වූ නිහාල් ෆොන්සේකා මහතා සහ ආචාර්ය දුෂ්නි වීරකෝන් මහත්මිය පසුගිය මැයි 31 දින සිට බලපැවැත්වෙන පරිදි සිය ධූරවලින් ඉල්ලා අස්වීමත් සමඟ මෙම පුරප්පාඩු ඇති වූ අතර මුදල් මණ්ඩලය යළි පිහිටුවීම සඳහා රජය විසින් කරන ලද දැනුම් දීමකට අනුව මෙලෙස ඔවුන් සිය සාමාජික ධුරයන්ගෙන් ඉවත් වී ඇති බව වාර්තා විය.
මේ වන විට මුදල් මණ්ඩලයේ සෙසු සාමාජිකයින් ලෙසින්, මහ බැංකු අධිපති මහාචාර්ය ඩබ්.ඩී. ලක්ෂ්මන් (සභාපති), භාණ්ඩාගාර ලේකම් එස්.ආර්. ආටිගල (නිල සාමාජික) හා ජනාධිපති නීතිඥ සංජීව ජයවර්ධන මහත්වරුන් කටයුතු කරනු ලබයි.
මහ බැංකු අධිපති මුදල් මණ්ඩලයේ සභාපතිවරයා වන අතර මහ බැංකුවේ ප්‍රධාන විධායක නිලධාරියා ලෙස ද ක්‍රියා කරයි. මුදල් අමාත්‍යවරයාගේ නිර්දේශ මත ජනාධිපති විසින් අධිපති සහ මුදල් මණ්ඩලයේ විධායක නො වන සාමාජිකයින් පත් කරනු ලැබේ. මුදල් මණ්ඩලයේ විධායක නො වන සාමාජිකයින් පත් කිරීම සඳහා ව්‍යවස්ථාපිත මණ්ඩලයේ අනුමැතිය අවශ්‍ය වේ.
අධිපතිගේ සහ මුදල් මණ්ඩලයේ විධායක නොවන සාමාජිකයින්ගේ නිල කාලය අවුරුදු හය (6) කි. මුදල් මණ්ඩල රැස්වීම් සඳහා සාමාජිකයින් තිදෙනෙකුගෙන් (3) යුතු ගණපූරණයක් තිබිය යුතුය. මුදල් මණ්ඩලයේ තීරණ වලංගු වීම සඳහා සාමාජිකයින් තිදෙනෙකුගේ (3) අනුමැතිය අවශ්‍ය වේ. කෙසේ වුවත් ඒකමතික තීරණයක් ගැනීමට අවශ්‍ය වූ විටක දී සාමාජිකයින් පස් (5) දෙනාගේ ම අනුමැතිය අනිවාර්ය වේ.
