“පළමුවෙන්ම කියන්න ඕනේ ඖෂධ වලට බදු අය කරන්නේ නැහැ. ඒ අනුව ඒ කාරණය පට්ටපල් බොරුවක්. දෙවෙනි කාරණය, මේ රාජ්‍ය අංශයේ දැනට ලක්ෂ 15 ක් පමණ ඉන්නවා. විශ්‍රාමිකයෝ ආසන්නයෙන් ලක්ෂ 7 ක් පමණ ඉන්නවා. ඒ අනුව මේ ලක්ෂ 22 ක් පමණ වන ජනතාවට වසරකට රුපියල් 60,000 කින් පමණ අලුත් මුදල් ප්‍රමාණයක් ලබා දෙන්න රුපියල් බිලියන 130 ක් පමණ වැය වෙනවා. ආණ්ඩුවේ ආරංචි මාර්ග කියන්නේ මේ සහන පැකේජයට එහෙම නැත්නම් මේ සහන මල්ල රුපියල් විශාල එකක් බවයි. ඒ අනුව පළමුවෙන්ම බැසිල් රාජපක්ෂ මහතා ඉදිරිපත් කරපු අය වැයේ වැය පාර්ශවය එනම් බිලියන 5200 කට වැඩි වෙච්ච වැය පාර්ශවය බිලියන 5500 ක් පමණ ප්‍රමාණයක් දක්වා ඉහල යනවා. ඒ වගේම අය වැය පරතරය තව දුරටත් පළල් වීමට නියමිතයි.”
බැසිල් රාජපක්ෂ මහතා ප්‍රකාශ කළේ රාජ්‍ය අංශය රටට බරක් ලෙස ය. හැකි පමණ රාජ්‍ය අංශයෙන් ලබාගන්නවා විනා සහන ලබා දීමේ හැකියාවක් නැති බවය. මේ ආකාරයට රාජ්‍ය අංශයට අපහාස අවමාන කරමින් සිට එක්විටම රජයේ සේවකයන්ට හා විශ්‍රාමිකයන්ට රු. 5,000 දීමනාවක් ලබා දීමටත්, ගුරුවරුන්ට පොරොන්දු ප්‍රකාරව වැටුප් වර්ධක ලබා දීමට ගත් තීරණය සම්බන්ධයෙන් සතුටු විය හැකිය. නමුත්, රටේ වැඩ කරන ජනතාව අසූ ලක්ෂයක් පමණ ශ්‍රී ලංකාව තුළ සිටියි. ඒ අසූ ලක්ෂයෙන් සහන ලබාදීමට තීරණය කර ඇත්තේ පහළොස් ලක්ෂයකට පමණි.
“වැඩියෙන්ම පීඩාවට පත් වෙලා තියෙන්නේ ඒ අසූ ලක්ෂයෙන් රාජ්‍ය නොවන පුද්ගලික අංශයේ සේවය කරන අයත් ඒ වගේම අවිධිමත් ක්ෂේත්‍රවල සුළු හා මධ්‍ය පරිමාණ කර්මාන්ත ක්ෂේත්‍රවල නියැලී ඉන්න අයත් තමයි අද බඩගින්නට, අසහනයට ලක් වෙලා ඉන්නේ. ඒ අයට කිසිඳු සහනයක් මේ මාර්ගයෙන් ලැබිලා නැහැ. ඇත්තටම මේ මේ මුදල් කොහොමද හොයාගන්න යන්නේ? එක්කෝ ආණ්ඩුව බදු වැඩි කරන්න ඕනේ. දැන් රාවයක් පැතිර යනවා. අයවැයෙන් යෝජිත ඒ බදු වැඩි කිරීමට අමතරව වැට් බදු ආදිය වැඩි කරන්න යන බව. ඉතින් ඒ බදු වැඩි කිරීමක් සිද්ධ කළහොත් එහෙම අවසානයේ මේ වැටුප් වර්ධනයට අවශ්‍ය කරන ධනය උත්පාදනය කරන්නේ ඒ ජන කණ්ඩායම හා වැටුප් වර්ධනයකට යටත් නොවිච්ච අවශේෂ ජන කණ්ඩායම කියන සියලු දෙනාගේම බදු වැඩි කිරීමකින්. ඒකෙන් මේ සමාජ පීඩනය තවත් පුළුල් වෙනවා විතරයි.”
මේ සහන ලබාදීම සඳහා වන ඊළඟ විකල්පය වන්නේ බියගම කොම්පැනියට බාර දීම හෙවත් සල්ලි අච්චු ගැසීමයි.
“ඒක තමයි මේ ආණ්ඩුවේ ප්‍රියතම විෂය. ඒකෙන් සිද්ධ වෙන්නෙත් මොකක්ද? උද්ධමනය වැඩිවෙලා ගිහිල්ලා, මේ පොදුවේ මේ වැඩි කරපු මේ බිලියන 229 බර, බඩු මිල වැඩිවීමක් හැටියට, සමාජයට නැවත දැනීම. කොටින්ම කිව්වොත්, රුපියල් 54 මාළු මිරිස් කරල රුපියල් කරලා බැසිල් මහත්තයා මේ පඩි වැඩි කිරීම කළා කියන්න පුළුවන්. සල්ලි අච්චු ගැහීම පිළිබඳ කාරණය සැලකිල්ලට ගත්තොත්. ඉතින් ඒ අනුව පේනවා මේක විසඳුමක් නෙවෙයි කියන එක. ඒ වගේම සමස්ත ණය බර පිළිබඳ ගැටළුවට විසඳුම් නොදී ඒ පිළිබඳව වෙච්ච පුළුල් විධිමත් වැඩසටහනකට නොගිහින් අතනින් මෙතනින් ගන්න මේ විසඳුම් වලින් මේ අර්බුදය තවත් තීව්‍ර වෙනවා. ජාතියේ ආර්ථික වල, එහෙම නැත්නම් මිනී වල තවත් ගැඹුරට කැපීමක් විතරයි මෙයින් සිද්ධ වෙන්නේ කියන එක අපි අවධාරණය කරනවා සමස්තයක් හැටියට.”
එතකොට මොකක් හරි හැමදාම මේ රාජපක්ෂලා, විශේෂයෙන් බැසිල් රාජපක්ෂ මහත්තයා මොකක්හරි වැඩක් කලොත් යටි අරමුණක් තියෙනවා. මොකක්ද මේකේ යටි අරමුණ? අපට පේනවා කරුණු කිහිපයක්. එකක් තමයි දැන් ජාත්‍යන්තර මූල්‍ය අරමුදල ඉදිරියට, නොයෙක් කතා පවත්වලා, විරෝධතා කතා පවත්වලා, සිංහ නාද නගලා, අපි ඇමති මණ්ඩලවල මොහොතක්වත් ඉන්නේ නෑ වගේ වාමාංශික, වාග්ලාප එහෙම ඇහිලා අපිට දැන් නැවත වතාවක් ජාත්‍යන්තර මූල්‍ය අරමුදලත් එක්ක කතා කරන්න යනවා. එතකොට ජාත්‍යන්තර මූල්‍ය අරමුදල ගාවට යනකොටම කරන්න වෙන දෙයක් තමයි, රුපියල පාවෙන්න අරින්න වෙනවා. මේ ඩොලරයට තියෙන රුපියල් 203, ඒ අනුව රුපියල් 240 ත්, 250 ත් අතරට ගානකට පත් වේ. ඒ පත්වූ වහාම මේ බඩු මිල නැවත ඉහළ නගිනවා. මේ බඩු මිල නැවත වැඩි වෙනවා. එතකොට ඒ බඩු මිල නැවත වැඩි වීම නිසා රාජ්‍ය අංශයෙන් එල්ල වන පීඩනය යම් ප්‍රමාණයකට කලින්ම සමනය කිරීම සඳහා ගත්ත ක්‍රියාමාර්ගයක් විය හැකියි මේ පඩි වැඩි කිරීම්.”
එමෙන්ම අනාගතයේ මේ රාජපක්ෂ සාපයේ ණය ගෙවීම සඳහා රාජ්‍ය දේපළ විකුණා දැමීම දැන් සීඝ්‍රයෙන් සිදුවෙමින් පවතී. ඉන්දියාවෙන් ඩොලර් මිලියන 500 ක තෙල් ගැනීම සඳහා වසර 15 කින් ශ්‍රී ලංකාවට අයිති වීමට තිබූ තෙල් ටැංකි වසර 50 කට බදු දීම සඳහා වන දේශද්‍රෝහී ගිවිසුම තව සතියකින් අත්සන් කිරීමට නියමිතය.

දැන් ආණ්ඩුව පුපුරා යමින් පවතී. ආණ්ඩුව අභ්‍යන්තරයේ මෙතෙක් පැවැති අර්බුදය මහජනයාගේ හූ හඬ මැද්දෙන් දැන් පුපුරා යමින් පවතී. මහජන කෝපය සහ ආණ්ඩුව පුපුරා යමින් පවතී. මේ පුපුරා යාම පාර්ලිමේන්තුවේ හෝ ඉන් පිටත සිදු විය හැකිය. පාර්ලිමේන්තුවෙන් පිටත විය හැකි බරපතලම පුපුරා යාම රාජ්‍ය අංශයේ නැගී සිටීමයි. මේ නැගී සිටීම පාලනයට මේ පියවර ගත්තා විය හැකි බව ද රණවක මහතා පෙන්වා දෙයි.
“බැසිල් මහත්තයා නම් කිසිම සහනයක් ලබා දෙන්නේ නැහැ. යටි අරමුණු නැතුව IMF එකට ගිහිල්ලා රාජ්‍ය අංශයට කරන්න යන, එහි මිනී වළ කපන, ඒ ක්‍රියාදාමයේ දී එන විරෝධය වසා ගැනීම සඳහා කලින්ම ගත්ත උපායමාර්ගයක් හැටියටයි අපි නම් මේක දකින්නේ. ඒ වගේම මේක කෙටියෙන්ම කිව්වොත් මේ සහන ලැබීම ගැන අපි සතුටු වෙනවා රාජ්‍ය අංශයට. නමුත් ආර්ථික මිනී වල තවත් ගැඹුරට කපා ගැනීමක්. අර්බුදය තවත් වේගවත් කර ගැනීමක්, අයවැය පරතරය තවත් උග්‍ර කර ගැනීමක් හැටියටයි අපි මේක දකින්නේ.”
සහන ලබා දෙනවානම් සියළුම ක්ෂේත්‍ර වලට සහන ලබා දිය යුතුය. සහන හැටියට මුදල් නොව මේ මෝඩ කෘෂිකාර්මික ප්‍රතිපත්තිය වෙනස් කොට ජනතාවට ප්‍රමිතියකින් යුතු පොහොර ලබා දිය යුතුය.
මේ මාසයේ ණය ගෙවීමෙන් අනතුරුව විදේශ සංචිත අවසන් වේ. සංචිත වැඩි කිරීම් පිළිබඳව මායා කතා මුදල් අමාත්‍යාංශයේ සහ මහ බැංකු අධිපතිවරයාගේ විහිළුවක් පමණි.
